Phone Number Formatting for PlaySMS Phonebook Service

This code is a utility service that allows me to quickly format phone numbers in international format for PlaySMS. The data is then store in a csv file ready for upload.

Usage:

1. Place the script and your unformatted csv file in the same directory.
2. Run the scrypt and enter the file name. eg data.csv
3. The script will format it into an international format ready for upload into play sms.
