Download vector map of China ：

Reference download 1： Nine section line
Reference download 2： South China Sea Islands to Jiuduan line

After adding data, see the following figure
Add the data of South China Sea Islands as shown in the figure below

Create a new data frame in the layout view ：

Enter the layout view （ Or click directly on the lower left corner Layout View Button ）
Insert new data frame
Enter the new data frame property setting
Adjust data frame Extent by Fix Extend
take specify Extend Set to the South China Sea Extend
Copy other layers to the new data frame

Add a legend scale to fine tune ：
